PHLEGM v8 checkpoint 17: canonical compiler-UI CFG clone destination.

Compiler UI now verifies its resolved final-install directory leaf against the data-driven <project> v<version> projectDirectory before launching builds. Build-PHLEGM-v8.ps1 enforces the same project-root contract and rejects attempts to clone to .../cfg/ or an unrelated parent. The Developer cfg/ tree is copied file-by-file relative to cfg/, NEVER copied as the cfg/ directory into an existing cfg/ directory.

End-User archive clones reject cfg/cfg/ entries. Existing misplaced cfg/cfg/ live-install trees are moved intact into logs/cfg-nested-recovery/... after merging files from the legitimate Developer CFG root. The versioned developer installer is also guarded and recovers obsolete nested cfg/ without deleting user files. Both paths assert no cfg/cfg/ remains after clone.

Expected: <project> v<version>/cfg/* -> ../../<project> v<version>/cfg/* .
Forbidden: ../../<project> v<version>/cfg/cfg/* .

Preserves byte-for-byte no-change to current machine CPU/PPU/APU implementation. SuperPET firmware and NES framerate remain separate tasks.

Verification: static source/layout/invariant and archive checksum checks. Runtime PowerShell, Wine and native FreeBASIC compilation unavailable in execution container; hands-on compilation not verified.
